To get street-legal tags in Utah, you need to title and register your vehicle (like an ATV/OHV) by getting it inspected for required equipment, completing the Utah Division of Motor Vehicles (UDMV) Title/Registration Application (Form TC-656), providing proof of ownership/ID, and paying fees, ensuring you have insurance, a license, and meet OHV education requirements for those specific vehicles. 

Key Steps for Street-Legal Registration:

  1. Equip Your Vehicle: Install all required street-legal parts (lights, turn signals, mirrors, etc.) and get them certified as meeting standards.
  2. Get an Inspection: A VIN inspection (Form TC-661) is usually needed for first-time titling in Utah, but new vehicles from Utah dealers are exempt.
  3. Complete Paperwork: Fill out Form TC-656 (Application for Utah Title and Registration) with all owners’ IDs.
  4. Gather Documents: Bring your title/bill of sale, inspection certificate, and ID.
  5. Pay Fees: Pay title, registration, and age-based uniform fees.
  6. Meet OHV Rules (If Applicable): Complete the required OHV education course and have proof of it for street-legal OHVs, plus insurance and a license.
  7. Visit the DMV: Go to a Utah Division of Motor Vehicles (UDMV) office to submit everything and get your plates/decals. 

To make a UTV street legal in Utah, it needs proper registration, insurance, and specific equipment like headlamps, taillamps, turn signals, mirrors, horn, speedometer, and a windshield (or goggles). Operators must have a valid driver’s license, follow road laws, and can only use designated roads (not interstates), often sticking to the extreme right and respecting posted speed limits, which can vary locally (e.g., 10 mph below limit in Grand County). 

Required Equipment

  • Lights: Headlights, taillights, brake lights, and amber/red turn signals (front & rear).
  • License Plate: Valid license plate from your home state (required for street use).
  • Safety Gear: Windshield (or eye protection like goggles), rearview mirrors (left & right), horn, and a muffler/spark arrestor.
  • Braking: A braking system beyond the parking brake.
  • Speedometer: Illuminated for night use.
  • Passenger Safety: Passenger seats with footrests and handholds if carrying passengers. 

Operator Requirements & Rules

  • License & Insurance: Valid driver’s license and proof of insurance are mandatory.
  • Registration: Must be registered with the Utah DMV as street-legal (not just OHV).
  • Road Access: Can use city/county streets and certain state highways, but not interstate highways.
  • Speed: Obey posted speed limits; often restricted to the right side of the road, potentially slower (e.g., 10 mph under limit).
  • Education: An OHV education course is required for operators. 

Key Things to Remember

  • No Home State Plate, No Utah Street Use: If your state doesn’t plate street-legal ATVs, it can’t be street legal in Utah.
  • Local Ordinances: Be aware of specific local speed limits (like in Moab or Grand County).
  • Trail vs. Street: Street-legal means for roads to access trails; it’s not for general highway travel.
